§ 13.04.110. Service charges—City to pay same rates for use.

No free service shall be furnished by the sewer system. Any use of the sewer system or of the services rendered thereby the city or any department thereof will be paid for at the rates established and the income so derived shall be deemed to be income derived from the operation of the sewer system and used and accounted for in the same manner as any other income derived from the operation of the sewer system.
