§ 5.04.030. Grounds for refusal.

The city commission may refuse to grant or issue a license under the provisions of this chapter to any person subject to the licensing provisions, whenever it may deem such refusal for the best interest of the public; provided, however, that no license shall be refused without giving the person applying for a license an opportunity to be heard on such application; and provided further, that such refusal shall require a majority vote of the members of the city commission present and voting.
