§ 2.04.050. Responsibilities and duties—Budget preparation and advising city commission.

  • The manager shall prepare and submit the annual budget. He shall make recommendations to the city commission on all matters concerning the welfare of the city, and in all cases, except when clearly undesirable or unnecessary, it shall be the duty of the city commission to request the opinion of the manager on any proposed measure. The manager shall have a seat but no vote at every meeting of the governing body.
