§ 2.04.040. Responsibilities and duties—City administration.

  • The manager shall be responsible to the governing body of the city for the proper administration of all the affairs of the city. All persons engaged in the administrative service of the city shall be employed and discharged by him, and shall be charged with the enforcement and carrying out of all the provisions of this code, the ordinances, rules and regulations passed and enacted by the governing body of the city.
