§ 9.18.100. Operation of devices selling or giving chances for prizes prohibited.

It is unlawful for any person to maintain and operate any drawing board or device where articles are sold or given away by the purchase of a chance on some article of greater value than the price paid for the draw, and although some article is drawn for each draw the operation of such drawing is still unlawful.
